A Safer City Is a Freer City(九年级阅读)

       A ll50,000officers from Shanghai’s police force have set out to bring order to the city’s traffic. Shanghai is now more crowded with people, cars and scooters(小型摩托车)than ever, and according to the city’s Public Security Bureau, many drivers and pedestrians are not even aware when they are breaking traffic laws. This new effort will involve recording information about offenders on a police database and punishing offenders more strictly.
  As I reflect on this news, I think I have an awful confession to make: I have jaywalked before in my life. Probably you have done it at some point, too. When you are in a hurry, it is tempting to run across the road if you think it is safe.
  Traffic laws, however, are a good example that show how an individual cannot only do what they think is intelligent. If everybody decided they should only obey traffic laws when the laws seem useful to them, our streets would be more chaotic.All of us, children and the elderly in particular, would feel less safe—and less free to walk. Therefore, all individuals must learn to make compromises. Sometimes, you need some order first to enjoy freedom afterwards.
  The police can help bring us this order, but they can hardly do it all by themselves .Creating safer and freer streets is a responsibility of every citizen. You can perhaps find out what traffic laws actually say first and set a good example yourself. It’s true that many of us don’t realize the danger of jaywalking. Then, you can politely challenge people, young and old, when you see them breaking the laws. You may start by reminding those around you of the importance of obeying traffic laws.
  In addition, it’s equally important to create a better environment that encourages drivers to be lawful. In Western countries, there has been a movement called “crime prevention through environmental design.” It would be good to reduce traffic problems by making sure there is enough space for scooters to drive in separate lanes from pedestrians, for example.
  After all, a safer and freer city is realizable—as long as each of us contributes his or her share to make it a reality.
